उत्तर - वर्तमान परिस्थितियों में सार्वजनिक क्षेत्र के अधिकतम उपक्रम घाटे में चल रहे हैं और सरकार समय-समय पर इन उपक्रमों में पूंजी डालती रहती है। इन कंपनियों के घाटे की भरपाई सरकारी बजट से होनी चाहिए इस बात से हम सहमत नहीं हैं । सहमत ना होने के निम्न कारण है:-

1. करदाताओं की पूंजी जो आर्थिक विकास एवं मानवीय कल्याण के लिए लगाई जा सकती है, इन उपक्रमों के घाटे को पूरा करने पर चली जाती हैं।

2. इन उपक्रमों में काम करने वाले कर्मचारियों की उत्सुकता लाभ कमाने में कम होती है।

3. देश विभाजन के बाद इन उपकरणों की आवश्यकता थी , जो उस समय के उद्देश्य अनुरूप थी। पर अब वर्तमान परिस्थितियों में सरकार का इनको चलाने का कोई उद्देश्य नहीं बचा है ।

4. श्रम संगठनों के दबाव में हड़ताल , तालाबंदी , श्रमिक प्रदर्शन से इन कंपनियों में घाटा निरंतर बढ़ता ही जा रहा है।

Answer - In the present circumstances, most of the public sector undertakings are running at a loss and the government keeps pouring capital in these undertakings from time to time. We do not agree that the losses of these companies should be compensated by the government budget. The reasons for not agreeing are: -

1. The taxpayer's capital which can be appropriated for economic development and human welfare goes on meeting the losses of these undertakings.

2. The curiosity of the employees working in these ventures is less in earning profit.

3. After partition of the country these devices were required, which was in line with the objective at that time. But now in the present circumstances, there is no purpose left for the government to run them.

4. Under the pressure of labor organizations, losses in these companies are constantly increasing due to strike, lockout and labor performance.
