नोबेल प्राप्त भारतीय अर्थशास्त्री प्रोफेसर अमर्त्य सेन ने खाद्यान्न उपलब्धता गिरावट सिद्धांत का प्रतिपादन किया है। इस सिद्धांत के अनुसार प्राकृतिक विपदा है जैसे - बाढ़, सूखा आदि आवश्यक खाद्यान्न के उत्पादन में कमी लाती है। जिसके कारण खाद्यान्न की पूर्ति मांग की तुलना में गिरती है पूर्ति के सापेक्ष खाद्यान्न की आंतरिक मांग खाद्यान्न की किमतों को बढ़ाती है जिसके परिणाम स्वरूप गरीब व्यक्ति खाद्यान्न उपलब्धता से वंचित हो जाता है , और भुखमरी की समस्या उत्पन्न होती है।

Food Availability Decline Theory 

Nobel laureate Indian economist Professor Amartya Sen has propounded the food availability decline theory. According to this theory, natural calamities such as floods, droughts, etc., reduce the production of essential food grains. Due to which the supply of food grains falls in comparison to the demand, the internal demand of food grains relative to the supply increases the prices of food grains, as a result of which the poor person is deprived of the availability of food grains, and the problem of starvation arises.
