एक देश का भुगतान शेष सदैव संतुलन की स्थिति में रहता है क्योंकि इसका विवरण बही खाते के समान दोहरी प्रविष्टि के लेनदारी तथा देनदारी के आधार पर तैयार किया जाता है । सारी प्रविष्टियों को सही ढंग से भरने पर विवरण में कुल देनदारियों कुल देनदारियों के बराबर होती हैं क्योंकि लेनदेन के दोनों पक्ष राशि के बराबर होते हैं और उन्हें विवरण में एक दूसरे के विरुद्ध दिशा में लिखा जाता है यही कारण है कि लेखे की दृष्टि से भुगतान से सदैव संतुलन में रहते हैं।
